![]() When you fast travel to a settlement it tries to place them in a valid location to make the settlement seem alive, but the game doesn't like placing settlers in or on raised structures because the navmeshes are mostly terrible, if it fails to find enough locations for all the settlers in a short enough period of time then it dumps the rest "at spawn" where they stand around clustered until they slowly break off and find things to pretend to do. It's a base game issue caused by settlement size and complexity.
